Steven C. Toschi Managing Partner

Steven C. Toschi is a founding member and managing partner of Toschi Doyle Houvener & Wellen APC. Mr. Toschi has tried more than 80 civil jury trials to verdict and has spent more than a year in his life in the courtroom, in trial concerning cases with very complex medical issues. Insurance companies’ Special Investigative Units seek Mr. Toschi’s counsel to assist them to effectively identify, prevent, and resist multiple questionable claims submissions. He has expertise in anti-fraud litigation and also defends first and third party injury claims throughout the courtrooms of Northern California. Mr. Toschi also handles complex injury litigation, wrongful death claims and serious injury claims. He is a member of the California Bar, the Oregon Bar, the Alameda County Bar Association, the Anti-Fraud Alliance, the Eastern Alameda Bar Association, and the Association of Defense Counsel of Northern California and Nevada. Mr. Toschi was voted California Super Lawyer in 2008-2011 and 2020-2023 and 2025.

Gregory M. Doyle Partner

Greg Doyle is a founding member of Toschi Doyle Houvener & Wellen, A 1974 graduate, University of California, Berkeley, and a 1979 Graduate, University of San Francisco School of Law; Mr. Doyle was admitted to the California State bar in 1980. Mr. Doyle specializes in personal injury, products liability, premises liability, construction defect litigation, environmental and earth movement/landslide cases, bodily injury claims and real estate law; with extensive trial and arbitration experience. Mr. Doyle is AV Rated by Martindale-Hubbell and a member of the Association of Defense Counsel of Northern California.

Austin L. Houvener Partner

Mr. Houvener is a 2010 graduate of the University of Washington and a 2013 Magna Cum Laude graduate of Willamette University College of Law in Salem, Oregon. Mr. Houvener specializes in civil litigation, including auto liability, personal injury and bankruptcy law and is licensed to practice in California. Mr. Houvener has been selected as a Northern California Rising Star in the field of defense litigation for 2017, 2018, 2019, 2020, 2021, and 2022. He is an active member of the Northern California Association of Defense Counsel, the Anti-Fraud Alliance, and the Alameda County Bar Association’s Trial Practice Section.

Michael H. Wellen Partner

Mr. Wellen has been practicing law for over fifteen years and specializes in defense of civil claims with a focus on personal injury, premises liability and general civil liability matters. He has extensive experience handling special investigative unit cases and has also worked on employment law matters and public entity defense, including the defense of numerous school districts and public transportation entities. He has successfully taken cases to trial in personal injury and conversion matters. Mr. Wellen earned his Bachelor of Arts degree in political science from the University of California, Los Angeles. He earned his J.D. from Southwestern University School of Law, where he was on Law Review. Mr. Wellen is admitted to the State Bar of California and practices in our Los Angeles office.

Shirin Delkhah Partner

Ms. Delkhah is a 2000 Graduate of Pepperdine University School of Law., and has been practicing law in California for almost twenty years. She concentrates her work on complex injury claims, special investigative unit (SIU) claims, and first-party uninsured motorist claims for her clients in Southern California. She was named a Southern California Super Lawyer – Rising Star in 2007, 2009, and 2010, and was added as a member of Cambridge Who’s Who. Ms. Delkhah is fluent in Farsi.

Meredith Doyle Partner

Meredith earned her Juris Doctor degree from Pepperdine University School of Law and her Bachelor’s Degree from Claremount McKenna.  Ms. Doyle is an experienced Insurance Defense attorney with years of experience drafting and arguing motions, taking depositions, preparing written discovery, and preparing for meditations, arbitrations, and trial.  Ms Doyle has expertise in insurance defense, personal injury and habitability.

Ilia Serpik Partner

Ilia Serpik earned his Juris Doctor degree from Loyola Law School and his Bachelor’s degree from University of California at Irvine. Mr. Serpik has experience in all areas of civil litigation, and probate law. He has years of background in general liability litigation and insurance defense, including taking and defending depositions, appearing at mediations and arbitrations, and drafting motions. Ilia is a member of the California State Bar and is fluent in Russian.

Rhiannon Hayward

Rhiannon Hayward is a 2022 graduate of Thomas Jefferson School of Law and has a Bachelor’s degree in Criminology from West Virginia University. Formerly a Contract Specialist at MD7, Rhiannon Hayward reviewed lease agreements and managed rent discrepancies for Verizon Network Real Estate. Additionally, Rhiannon Hayward worked as a Legal Assistant at Bardsley, Benedict + Cholden, LLP, assisting with legal research and document preparation. Rhiannon Hayward also interned with the Magisterial District Court, gaining hands-on experience in court operations and case analysis.

Zachary Trotter

Zachary Trotter is a 2022 graduate of Loyola Law School. He received a Bachelor of Arts in Psychology from Pepperdine University. Mr. Trotter spent two years at the Tulare County District Attorney’s office in the Gang and Major Crimes Units. He handled eight jury trials and 100’s of hearings. Zack handles insurance defense of civil claims with a focus on personal injury and general civil liability. Zack is a member of the California State Bar.

William Antisdale

Mr. Antisdale earned his J.D. from Chapman University Dale E. Fowler School of Law and his Bachelor of Arts degree from the University of Southern California. His practice focuses on general liability matters.

Marisa Sarti

Marisa Sarti is a 2019 cum laude graduate from California Western School of Law. She has been practicing civil litigation for the last five years. Ms. Sarti has handled complex medical malpractice matters and has experience as lead counsel in jury trials. Her practice focuses on auto liability, medical malpractice defense, premises liability, and insurance defense matters.

Callie Tyler

Callie Tyler is a 2019 California Western School of Law graduate and has been practicing as an attorney since 2020. Prior working at TDHW, Ms. Tyler worked in civil litigation in wildfire claims at a small firm in San Diego. Ms. Tyler is a strong advocate for her clients. Her practice currently focuses on auto liability and premises liability matters.

Jose Reynoso

Jose Reynoso is a 2017 UC Hastings law graduate who has been practicing civil litigation for over 8 years. Mr. Reynoso has been involved with the workers’ compensation field, health, and insurance industries since childhood due to having parents who were practicing QMEs. Mr. Reynoso has significant litigation, Special Investigative Unit (SIU) claims, fraud investigation experience. His practice focuses on premises liability, auto liability, and fraud investigation.

Matias Loyola

Matias Loyola is a 2021 graduate of Western State College of Law. Matias earned a Bachelor of Arts in Music from California State University of Fullerton. Mr. Loyola has been a prosecuting attorney the last three years for Tulare and Orange County, handling misdemeanor and felony criminal matters. He has prior experience in insurance defense, managing matters to trial. Matias has over fifteen criminal cases to trial in Tulare County and looks forward to his first trial with Toschi Doyle Houvener & Wellen. Mr. Loyola is a member of the California State Bar.
