Steven C. Toschi Managing Partner

Steven C. Toschi is a founding member and managing partner of Toschi, Collins & Doyle, APC. Mr. Toschi has tried more than 75 civil jury trials to verdict and has spent more than a year in his life in the courtroom, in trial concerning cases with very complex medical issues. Insurance companies' Special Investigative Units seek Mr. Toschi's counsel to assist them to effectively identify, prevent, and resist multiple questionable claims submissions. He has expertise in anti-fraud litigation and also defends first and third party injury claims throughout the courtrooms of Northern California. Mr. Toschi also handles complex injury litigation, wrongful death claims and serious injury claims. He is a member of the California Bar, the Oregon Bar, the Alameda County Bar Association, the Anti-Fraud Alliance, the Eastern Alameda Bar Association, and the Association of Defense Counsel of Northern California and Nevada. Wayne M. Collins Partner

Wayne Collins is a founding member of Toschi, Collins & Doyle. He is a 1968 graduate of the University of California, Berkeley, and a 1973 graduate of Golden Gate University School of Law. He was admitted to practice law in California in 1973. Mr. Collins has handled cases in State and Federal Court through all phases of trial and the appeals process; specializing in personal injury, products liability, auto, homeowners, construction, admiralty, false arrest, slander and premises liability claims, extensive trial and arbitration experience. He is AV Rated by Martindale-Hubbell and a member of the Association of Defense Counsel of Northern California and Nevada.

Gregory M. Doyle Partner

Greg Doyle is a founding member of Toschi, Collins & Doyle, A 1974 graduate, University of California, Berkeley, and a 1979 Graduate, University of San Francisco School of Law; Mr. Doyle was admitted to the California State bar in 1980. Mr. Doyle specializes in personal injury, products liability, premises liability, construction defect litigation, environmental and earth movement/landslide cases, bodily injury claims and real estate law; with extensive trial and arbitration experience. Mr. Doyle is AV Rated by Martindale-Hubbell and a member of the Association of Defense Counsel of Northern California.

Deidre M. Siguenza Partner

Deidre Siguenza is a 1995 graduate of University of Washington and a 1999 graduate of Golden Gate University School of Law, Ms. Siguenza was admitted to practice law in 2000. Ms. Siguenza specializes in personal injury, premises liability, construction defect litigation, and toxic torts with an emphasis on the defense of transportation industry clients. Deidre is a Member of the Martinez Unified School District Governing Board and the Contra Costa Bar Association.

Austin L. Houvener Partner

Mr. Houvener is a 2010 graduate of the University of Washington and a 2013 Magna Cum Laude graduate of Willamette University College of Law in Salem, Oregon. Mr. Houvener specializes in civil litigation, including auto liability, personal injury and bankruptcy law and is licensed to practice in California. Mr. Houvener has been selected as a Northern California Rising Star in the field of defense litigation for 2017 and 2018. He is an active member of the Northern California Association of Defense Counsel, the Anti-Fraud Alliance, and the Alameda County Bar Association's Trial Practice Section.

Michael H. Wellen (Southern California)

Mr. Wellen has been practicing law for over ten years and specializes in defense of civil claims with a focus on personal injury, premises liability and general civil liability matters. He has extensive experience handling special investigative unit cases and has also worked on employment law matters and public entity defense, including the defense of numerous school districts and public transportation entities. He has successfully taken cases to trial in personal injury and conversion matters. Mr. Wellen earned his Bachelor of Arts degree in political science from the University of California, Los Angeles. He earned his J.D. from Southwestern University School of Law, where he was on Law Review. Mr. Wellen is admitted to the State Bar of California and practices in our Los Angeles office.

Shirin Delkhah (Southern California)

Ms. Delkhah is a 2000 Graduate of Pepperdine University School of Law., and has been practicing law in California for almost twenty years. She concentrates her work on complex injury claims, special investigative unit (SIU) claims, and first-party uninsured motorist claims for her clients in Southern California. She was named a Southern California Super Lawyer – Rising Star in 2007, 2009, and 2010, and was added as a member of Cambridge Who’s Who. Ms. Delkhah is fluent in Farsi.

Harmon J. Handloff

Mr. Handloff is a 2013 San Francisco State University graduate in Psychology, and a 2018 University of California, Hastings College of the Law.  Harmon brings a combination of deep knowledge of substantive law acquired from his time working for the Ninth Circuit Court of Appeals with an adroit sense of insight into claims, meritorious and otherwise, acquired from his time working as a prosecutor at the San Joaquin District Attorney’s Office and as an investigator for Office of Chief Trial Counsel of The State Bar of California.  Harmon continues to build on his track record for successful insurance defense litigation, particularly in the areas of personal injury, premises liability, medical malpractice, and fraud investigation.

Patricia J. Rich

Ms. Rich is a 2012 graduate from UC Davis and a 2017 graduate from McGeorge School of Law. Ms. Rich is licensed to practice law in California. She joined the firm in 2020, making a transition from family law litigation.  Prior to joining TCD, she worked under Judge Blizzard of the Sacramento Superior Court and under Chief Judge Ronald Sargis of the U.S. Bankruptcy Court for the Eastern District of California.  At TCD, Ms. Rich specializes in all aspects of insurance defense, including litigation of uninsured and underinsured motorist matters, personal injury claims, and auto liability.

Vazgen Pogosyan (Southern California)

Vazgen Pogosyan is a 2010 graduate from California State University, Northridge and a 2014 graduate from Southwestern Law School. Mr. Pogosyan is licensed to practice law in California. He joined the firm in 2020, making a transition from unlawful detainer litigation and general landlord-tenant matters. Mr. Pogosyan has conducted numerous bench and jury trials in unlawful detainer actions, including trying jury trials to verdict successfully. At TCD, Mr. Pogosyan works on all matters covering all aspects personal injury claims and auto liability defense.
